NO, you can’t login into MCP if you are not registered with the CIDB. But you can register with CIDB through the MCP. Follow the registration step.

NO. MCP does not accept any online payment. Payment has to be made via a respective agencies’ payment options.
For CIDB, click CIDB’s link in the portal and payment can be made via CIMS. CIMS will also send payment alerts to MCP for user’s to view.
